On the face of it, the announcement that an "unusually high" volume of "yes" votes has triggered an investigation by Iraqi election officials looks bad. The complaint from critics, both from Sunni leaders opposed to the referendum's passage and critics of the project at large in the West, will be of ballot stuffing and could damage the credibility of the vote. However, this can be seen as a good sign, as the Iraqis are demonstrating that they can self-police and that they take irregularities seriously. A 99.99% vote in the past for Saddam was never questioned.
Of course, there could very well be fraud, but that will come out in the investigation. If only we had Jimmy Carter to certify the vote, then we wouldn't be in this mess...
